In 1921 free milk was introduced in schools for children from poorer families. During WW2 all unaccompanied evacuees were given free milk. The School Milk Act (1946), which was part of a range of post-war welfare reforms, ensured that every child under five received free milk. Today all children under five receive free school milk.
